Organizational structure - The Board is composed of seven members appointed by the Governor, who serve on a part-time basis, and are paid on a per diem basis.

 

Mission

Its mission is to hear and decide personnel appeals of state managers and confidential employees, which groups are ineligible for collective bargaining.  Appeals or disputes involve such issues as dismissals, suspensions, longevity pay, lay-off and denial of promotions.

 

Improvement/Achievements 2002-03

     The Board has had six (6) bi-monthly Board Meetings to deal with personnel, budgetary, policy and procedure issues.  The Board is current with all appeal hearings and there is no backlog.

 

Reducing Waste

     The Board has eliminated undue cost by eliminating previously occupied office space at One Hartford Square West, Hartford, CT, and merging its department within the Department of Administrative Services located at 165 Capitol Avenue, Hartford, CT.  The Office of Policy and Management (OPM) has eliminated the Board’s one part-time secretary and replaced her with the Board Chairwoman and the part-time help of DAS personnel.

 

Strategic Planning

     The Board’s principal objectives for the next fiscal year is to continue to hear appeals in a timely and expeditious manner so as not to create the backlog experienced by the previous Board.  The Board is in the process of preparing and implementing changes to the regulations.
