PURPOSE OF CLASS:
In major* State institution, this class is accountable for directing all physical plant operations including:
A. All operational maintenance, repairs and alterations;
B. Plant utilities ncluding heating, power generation and wastewater treatment;
C. Complete grounds and equipment maintenance.
SUPERVISION RECEIVED:
Receives administrative or executive direction from the facility head, administrative officer or an employee of higher grade.
SUPERVISION EXERCISED:
Directs employees in each of the following categories: Levels A, B, C and subordinate classes in Level D. (See Addendum)
EXAMPLES OF DUTIES:
Directs the staff and operations of the physical plant; coordinates, plans and manages physical plant activities; formulates program goals and objectives; develops or assists in the development of related policy; interprets and administers pertinent laws; evaluates staff; prepares or assists in the preparation of the physical plant budget; maintains contacts with individuals both within and outside of the physical plant who might impact on program activities; directs and coordinates maintenance shops on multi-trade projects; develops and maintains large-scale preventive maintenance programs; writes specifications and draws plans for minor capital improvement project; develops specifications for and requisitions maintenance equipment and supplies; maintains cost and estimate records; prepares budget and monitors use of allocated funds; serves as liaison between the agency and the Department of Public Works on major capital projects; may serve as safety officer, OSHA compliance officer, energy coordinator and/or fire officer in accordance with agency needs; may develop and administer security programs including training of security personnel; may administer housekeeping operations; responds to emergencies on a twenty-four basis; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY:
Considerable knowledge of the methods, materials and equipment used in the maintenance, operation and repair of buildings and all utilities services and equipment; knowledge of materials and methods of building construction; knowledge of preventive maintenance techniques; considerable knowledge of relevant State and federal laws, statutes and regulations; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills; ability to read and interpret blueprints and specifications; ability to plan, supervise and inspect building repair and maintenance work.
EXPERIENCE AND TRAINING:
General Experience:
Nine (9) years technical experience in the maintenance and repair of large buildings and utility services.
Special Experience:
Three (3) years of the General Experience must have been in a first-line supervisory capacity responsible for the direction of several large crews of trades workers, contractors or similar highly skilled maintenance specialists above the apprentice level.
Note:
For State employees the Special Experience will be interpreted at or above the level of Maintenance Supervisor 2.
Substitution Allowed:
College training in architecture, mechanical or electrical engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
SPECIAL REQUIREMENT:
The appointing authority may require the possession of appropriate current licenses or permits during employment in this class.

DEFINITION OF INSTITUTION TYPE

MAJOR STATE INSTITUTION:

Encompasses a wide variety of large trade shops and very complex building utilities (power plant, wastewater treatment plant, etc.). Staff is large (usually 51-150 workers) and highly skilled. There is a heavy layer (usually 10-20) of subordinate administrative/supervisory personnel (Level D) and crewleaders and supervisors (Level C). Buildings are spread over a large area and provide a variety of services (e.g., cafeterias, auditoriums, armories, residence halls, administration buildings, classrooms, gymnasiums, hospitals, etc.).

LARGE STATE INSTITUTION:

Encompasses a wide variety of trade shops and complex building utilities (wastewater treatment plant, power plant, etc.). Staff size is moderate (usually 26-50) and is highly skilled. There is a layer (usually 4-10) of subordinate crewleaders and supervisors (Level C). Buildings are spread over a large area and provide a variety of services (e.g., cafeteria, auditoriums, residence halls, administration buildings, classrooms, gymnasiums, hospitals, etc.).

MODERATE-SIZED STATE INSTITUTION:

Encompasses a variety of small trade shops and basic building utilities (power plant and possibly a small wastewater treatment plant). Staff is small to moderate (usually 15-25) and is primarily skilled/semiskilled with a core of highly skilled workers. There is a thin layer (usually 1-3) of subordinate crewleaders and supervisors (Level C). Buildings are spread out and provide a variety of services (e.g., cafeterias, gymnasiums, auditoriums, residence halls, administration buildings, classrooms, hospitals, etc.).

SCALE FOR LEVEL OF SUPERVISION

LEVEL A - SEMI-SKILLED AND SKILLED WORKERS

EXAMPLES: Maintainer, Skilled Maintainer, Boiler Tender

LEVEL B - HIGHLY SKILLED WORKERS WITH SOME POSSIBLE ON-LINE SUPERVISORY RESPONSIBILITY

EXAMPLES: Qualified Craft Worker, Wastewater Treatment Plant Operator and Technician, Stationary Engineer

LEVEL C - CREWLEADERS AND SUPERVISORS

EXAMPLES: Maintenance Supervisor 1 and 2; Lead Stationary Engineer; Supervising Stationary Engineer; Wastewater Treatment Plant Supervisor 1 and 2; Building Superintendent 1, 2, and 3, Lead Custodian, Supervising Custodian

LEVEL D - MANAGERIAL/DIRECTOR
