PURPOSE OF CLASS:
In the Department of Transportation this class is accountable for acting as a working supervisor for an assigned group of Department of Transportation Maintainers and/or Qualified Craft Workers engaged in an area of transportation maintenance or closely related activities.
SUPERVISION RECEIVED:
Works under the supervision of a Transportation General Supervisor, Transportation Supervisor or an employee of higher grade.
SUPERVISION EXERCISED:
Supervises an assigned group or crew of Department of Transportation Maintainers, Qualified Craft Workers and other lower level employees as assigned.
EXAMPLES OF DUTIES:
Plans crew workflow and determines priorities; schedules, assigns, oversees, and reviews work; establishes and maintains crew procedures; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies, and outside officials regarding unit policies and procedures; may make recommendations on policies or standards; may prepare reports and correspondence; requisitions materials and equipment appropriate to the various jobs; participates in performing the duties of the crew; may do preliminary site inspection of assigned jobs; may be required to stand by for and respond to fire and/or crash emergency situations at State-owned airports; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY:
Interpersonal skills; oral and written communication skills; some supervisory ability.
AIRPORT MAINTENANCE: Knowledge of the approved methods of maintaining and improving runways, roads and related drainage structures; knowledge of materials and equipment used in runways and road maintenance and construction.
AUTOMOTIVE MAINTENANCE: Knowledge of the materials, equipment and approved methods in the maintenance and repair of automotive and mechanical equipment; skill in the operation, repair and maintenance of automotive and highway equipment; ability to diagnose motor and equipment problems; ability to use complicated testing equipment and welding devices.
BRIDGE MAINTENANCE: Knowledge of materials, equipment and approved methods in the maintenance and repair of movable and stationary bridges; skill in the operation of related equipment.
ELECTRICAL MAINTENANCE: Knowledge of the materials, equipment and approved methods in the maintenance and repair of electrical and electronic equipment; ability to perform electrical and electronic tests in locating defects; ability to install, maintain, and repair electrical and electronic equipment.
HIGHWAY MAINTENANCE: Knowledge of materials, equipment and approved methods of surface treatment, surface and shoulder betterments, concrete work, guide rail construction, drainage construction and maintenance; knowledge of approved methods of filling joints, patching, snow removal and sanding ice, and erosion control; ability to make minor bridge repairs.
SIGNS AND MARKINGS: Knowledge of materials, equipment and approved methods for highway pavement markings; knowledge of coordinating center line markings with pavement surface treatment including the mixing of paints and care of painting equipment; knowledge of the proper placement and maintenance of all types of highway signs.
TREE MAINTENANCE: Knowledge of tree and shrub planting and maintenance; skill in cutting trees.
EXPERIENCE AND TRAINING:
General Experience:
AIRPORT MAINTENANCE

Three (3) years of skilled experience in the maintenance and repair of airport runways or highways.
Note:
For state employees the General Experience will be interpreted at the level of Department of Transportation Maintainer 2.
AUTOMOTIVE MAINTENANCE

Two (2) years of skilled experience in automotive maintenance and repair.
Note:
For state employees the General Experience will be interpreted at the level of Department of Transportation Maintainer 3.
BRIDGE MAINTENANCE

Two (2) years of skilled experience in the maintenance and repair of bridges and structures.
For state employees the General Experience will be interpreted at the level of Department of Transportation Maintainer 2.
ELECTRICAL MAINTENANCE

One (1) years of skilled experience in field maintenance and repair of traffic signals, illumination and related electrical and electronic equipment.
Note:
For state employees the General Experience will be interpreted at the level of Department of Transportation Maintainer 3.
HIGHWAY MAINTENANCE

Two (2) years of skilled experience in the maintenance and repair of highways.
Note:
For state employees the General Experience is interpreted at the level of Department of Transportation Maintainer 2.
SIGNS AND MARKINGS

One (1) years of skilled experience in the installation, maintenance and replacement of pavement markings and signs.
Note:
For state employees the General Experience will be interpreted at the level of Department of Transportation Maintainer 3.
TREE MAINTENANCE

One (1) years of skilled experience in the maintenance and control of trees and roadside growth.
Note:
For state employees the General Experience will be interpreted at the level of Department of Transportation Maintainer 3.
SPECIAL REQUIREMENTS:
1.
Incumbents in this class will be required to accept assignment to emergency duties including snow and ice removal as required.
2.
Incumbents in this class may be required by the appointing authority to possess the appropriate current licenses or permits.
3.
TREE MAINTENANCE: appointment and retention is contingent on satisfactory completion of a proficiency test or tests administered by the department.
PHYSICAL REQUIREMENT:
Incumbents in this class must have adequate physical strength, stamina and agility and visual and auditory acuity and must maintain such physical fitness necessary for effective performance of the duties. A physical examination may be required.
WORKING CONDITIONS:
Incumbents in this class are exposed to extremes of weather conditions, to frequent lifting of heavy weights, to highly dangerous road and traffic conditions, including exposure to heights when working on bridges, to poison ivy, insect bites and allergy irritants during summer months, and to loud and potentially dangerous machinery.
The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
