PURPOSE OF CLASS:
In the Department of Transportation this class is accountable for supervising Department of Transportation Maintenance Crew Leaders and Department of Transportation Supervisors (Bridge Maintenance) and their crews in the maintenance and betterment of transportation facilities.
GUIDELINES FOR CLASS USE:
AIRPORT MAINTENANCE: This class is used only at Bradley Airport.
SUPERVISION RECEIVED:
Works under the limited supervision of a Transportation Maintenance Operations Superintendent or an employee of higher grade.
SUPERVISION EXERCISED:
Supervises the work of Department of Transportation Maintenance Crew Leaders, Transportation Supervisors (Bridge Maintenance), Department of Transportation Maintainers and other lower level employees as assigned.
EXAMPLES OF DUTIES:
Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans crew work; establishes and maintains crew procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; performs related duties as required.
AIRPORT MAINTENANCE: Coordinates the work of the crew on maintenance, special maintenance and capital outlay work; allocates personnel and equipment, determines and reports on materials required; coordinates all airfield maintenance operations with airport flight operations; arranges through the Plant Facilities Engineer for the furnishing of, or the release of rented equipment; during winter storms advises, directs and coordinates work as directed by the airport operations staff; arranges for shifting of equipment where there are breakdowns; arranges for required repairs to equipment.
BRIDGE MAINTENANCE: Coordinates the work of the crews on bridge maintenance, special maintenance bridge repair and reconstruction and capital outlay work; allocates personnel and equipment; determines and reports on materials required; directs establishment of lines and grades from stakes set by the engineers; arranges with the approval of the Transportation Maintenance Operations Superintendent in charge of bridge maintenance in the district for furnishing of rented equipment; arranges for shifting of equipment where there are breakdowns; arranges through the garage supervisor for required repairs to equipment; inspects all equipment to see that it is kept in safe operating condition; during winter storms advises, directs and coordinates work as directed by the Transportation Maintenance Operations Superintendent in charge of maintenance in the districts; supervises the taking of samples for laboratory tests and examination of materials used in bridge construction, checking quantities and placement of materials and mixes and checking measurements; interprets plans and specifications for the guidance of bridge supervisors; analyzes necessity for plan changes and makes necessary recommendations; checks strength and rigidity of forms, and placement and typing of reinforced steel.
MAINTENANCE: Coordinates the work of the crews on maintenance, special maintenance and capital outlay work; allocates personnel and equipment; determines and reports on materials required; directs establishment of lines and grades from stakes set by the engineers; arranges through the Transportation Maintenance Operations Superintendent in charge of maintenance in the district for the furnishing of, or the release of, rented equipment; during winter storms advises, directs and coordinates work as directed by the Transportation Maintenance Operations Superintendent in charge of maintenance in the districts; arranges for shifting of equipment where there are breakdowns; arranges through the garage supervisors for required repairs to equipment.
SIGNS AND MARKINGS: Coordinates the work of the sign crews on erection, maintenance and special work as required, the work of placing pavement markings and special markings, and the installation and maintenance of traffic control devices; allocates personnel and equipment; determines and reports on materials required; directs and coordinates work as directed by the Transportation Maintenance Operations Superintendent in charge of maintenance in the districts; makes investigations and prepares reports, sign inventories, drawings of intersections; prepares inventories for punch card system reports on traffic signal locations and lists of materials required to install or maintain such signs; directs installation and maintenance of electrically illuminated signs; inspects all equipment to see that it is kept in safe operating condition.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY:
Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant State and Federal laws, statutes and regulations; basic knowledge of first aid; considerable interpersonal skills; considerable oral and written communications skills; supervisory ability.
AIRPORT MAINTENANCE: Considerable knowledge of approved methods of maintaining and improving runways, roads and related drainage structures; knowledge of materials and equipment used in airfield and road maintenance and construction; ability to lay out, supervise and inspect airfield maintenance work.
BRIDGE MAINTENANCE: Considerable knowledge of approved methods of maintaining and improving stationary and movable bridges and related structures; knowledge of the materials and equipment used in bridge maintenance and construction; ability to lay out, supervise and inspect bridge maintenance projects.
MAINTENANCE: Considerable knowledge of approved methods of maintaining and improving roads including winter road maintenance and related drainage structures; considerable knowledge of materials and equipment used in road maintenance and construction; ability to lay out, supervise and inspect highway maintenance work.
SIGNS AND MARKINGS: Considerable knowledge of approved methods of maintaining and improving pavement markings and signs and other traffic control devices; knowledge of materials and equipment used in highway markings and signs; ability to lay out, supervise and inspect highway markings and signs.
EXPERIENCE AND TRAINING:
General Experience:
AIRPORT MAINTENANCE: Six (6) years of experience in airport or highway maintenance.

BRIDGE MAINTENANCE: Six (6) years of experience in bridge maintenance.

MAINTENANCE: Six (6) years of experience in highway maintenance.

SIGNS AND MARKINGS: Six (6) years of experience in signs and markings work.
Special Experience:
Three (3) years of the General Experience must have been in supervisory capacity.

Notes:

AIRPORT MAINTENANCE: The supervisory capacity must have included responsibilty for highly skilled airport maintenance work.

SPECIAL REQUIREMENT:
Incumbents in this class may be required by the appointing authority to possess appropriate current licenses or permits.
PHYSICAL REQUIREMENT:
Incumbents in this class must have adequate strength, stamina and physical agility and visual and auditory acuity, and must maintain such physical fitness necessary for effective performance of the duties. A physical examination may be required.
WORKING CONDITIONS:
Incumbents in this class may be exposed to extremes of weather conditions, to lifting of heavy weights, to highly dangerous road and traffic conditions, to exposure to heights when working on bridges, to poison ivy, insect bites and allergy irritants during summer months, and to loud and potentially dangerous machinery.
This replaces the existing specification for the class of Transportation General Supervisor (Airport Maintenance - 8753) (Bridge Maintenance - 8795) (Maintenance - 8751) (Signs and Markings - 8797) in the same Salary Group TC 24 approved effective July 3, 1995.
