PURPOSE OF CLASS:
In the Department of Economic and Community Development this class is accountable for strengthening the ecosystem to foster the interest and growth in business and technology innovation and encourage entrepreneurship and leadership for the creation of new companies in the State of Connecticut.
SUPERVISION RECEIVED:
Receives executive direction from the Deputy Commissioner.
SUPERVISION EXERCISED:
Directs professional and clerical staff as assigned.
EXAMPLES OF DUTIES:
Develops and leads a network group of innovation stakeholders and partners, including but not limited to universities, local innovation centers, business and professional organizations, angel and venture capital investors and agency directors; leads the development of a shared innovation vision held by the network; leads the network group to develop goals, work and roles and responsibilities to achieve the group's vision and purpose; brings together communities of innovators and entrepreneurs through local innovation centers for the purpose of sharing and creating new innovative concepts and systems; creates a proof of concept center and develops a process to ensure translational research is conducted so that technology is ready for commercialization by external sources; attracts and cultivates next generation entrepreneurs and leaders to start successful, growing companies in the state; retain successful entrepreneurs for new ideas, mentoring, funding and to continue the innovation infrastructure needed to seed new companies; participates in the planning of urban centers and housing desired by entrepreneurial talent; formulates program goals and objectives; develops or assists in development of related policy; interprets and administers pertinent laws; evaluates staff as assigned; prepares or assist in the preparation of the budget; maintains contacts with individuals both within and outside of agency who might have impact on program activities; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY:
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of business and technology innovation; considerable knowledge of business and business start-ups; considerable knowledge of entrepreneurial and leadership characteristics, traits, development, retention and recycling; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to lead and achieve goals.
EXPERIENCE AND TRAINING:
General Experience:
Ten (10) years of innovation and business development experience to include the creation, planning and execution of designs, start-ups, entrepreneurial project management, and entrepreneurial cultivation.
Special Experience:
One (1) year of the General Experience must have been in a managerial capacity.

Note: Managerial capacity is defined as responsibility for formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and maintaining the budget.
Substitutions Allowed:
1.
College training in business administration, entrepreneurship and corporation innovation, global innovation, or a related field, such as a leading edge technology discipline, may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
2.
A Master's degree in business administration with a concentration in entrepreneurship and corporate innovation, management and innovation, or global innovation or a Master's degree in one of these areas or a closely related field such as a leading technology discipline, may be substituted for one (1) additional year of the General Experience.
SPECIAL REQUIREMENT:
Employees in this class may be required to travel.
