PURPOSE OF CLASS:
In the Department of Mental Health and Addiction Services this class is accountable for directing the development, implementation and monitoring of statewide behavioral health systems.
GUIDELINE FOR CLASS USE:
This class may only be used in the Office of the Commissioner for statewide services and/or programs.
SUPERVISION RECEIVED:
Receives direction from an administrative official of higher grade.
SUPERVISION EXERCISED:
Directs staff assigned to programs.
EXAMPLES OF DUTIES:
Directs staff and operations of statewide state-operated and contracted behavioral health care services; provides technical and/or administrative oversight of program management activities of departmental regional offices and facilities; oversees and participates in development, analysis, planning, implementation, evaluation and coordination of department policies, actions and programs as they relate to purchase of services; oversees fiscal management of all grants and contracts and audit compliance by grantees; implements and manages direct program initiatives as required; coordinates licensing and Certificate of Need activities with Department of Public Health and Office of Health Care Access; maintains relationships with state human service and development agencies; develops management systems controls to oversee community service providers statewide; oversees and participates in designing and administering consultant contracts; drafts regulations and legislation; works with other department divisions in preparation and coordination of department budget; responds to data and analyses requests; may represent Commissioner or department before various boards and commissions; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY:
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of behavioral health service delivery systems; considerable knowledge of behavioral health program objectives; considerable knowledge of managed care systems; considerable knowledge of basic planning methodologies; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to negotiate, mediate and resolve conflicts; considerable ability to collaborate with state, community and agency representatives.
EXPERIENCE AND TRAINING:
General Experience:
Nine (9) years of professional experience in the development and/or administration of behavioral health programs.
Special Experience:
Two (2) years of the General Experience must have been at a managerial level with responsibility for fiscal and administrative management of behavioral health care services or programs on a system wide basis.
Substitutions Allowed:
1.
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2.
A Master’s degree in public or health care administration, business administration with specialization in health services or hospital administration, social work or in a related health care discipline may be substituted for one (1) additional year of the General Experience.
SPECIAL REQUIREMENTS:
1.
Incumbents in this class may be required to travel.
2.
Incumbents in this class may be required to possess and retain a current license in one of the following areas: clinical social work, marital and family therapy, professional counseling, clincial psychology or registered nurse.

This replaces the existing title of and specification for the class of Mental Health Director of Program Management Services in Salary Group MP 67 approved effective October 1, 1987. (Change in title and revised to modify content)
