PURPOSE OF CLASS:
In the Department of Transportation, this class is accountable for supervising a staff in the District Maintenance Office engaged in the investigation, issuance and inspection of highway encroachment permits, or a staff in the Office of Maintenance engaged in the completion of engineering reviews of major permit/traffic generator applications, encroachment agreements and property release concurrences.
SUPERVISION RECEIVED:
IN THE DISTRICT OFFICE: receives general direction from the Transportation Special Services Section Chief or an employee of higher grade.
IN THE OFFICE OF MAINTENANCE: receives general direction from higher level management personnel.
SUPERVISION EXERCISED:
IN THE DISTRICT OFFICE: supervises Transportation District Services Agents of a lower grade and clerical personnel.
IN THE OFFICE OF MAINTENANCE: supervises Transportation Maintenance Technicians, clerical personnel and other technical support staff as assigned.
EXAMPLES OF DUTIES:
Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence.
IN THE DISTRICT PERMIT SECTION: supervises and coordinates the issuance of encroachment permits for all work to be done within the highway right-of-way throughout a District; this includes, but is not limited to, permits issued to property owners, public utilities, municipalities and other State agencies; is responsible for the review of major traffic generators and the issuance of encroachment permits as required by the Connecticut General Statutes, as revised; monitors all phases of the District permit process to ensure compliance with Department policy and procedure and compliance with General Statutes, plans and specifications; performs related duties as required.
IN THE OFFICE OF MAINTENANCE: provides assistance in the development and coordination of programs and activities; supervises and coordinates engineering reviews of major permit/traffic generator applications with other divisions of the Department and the District Offices; supervises and coordinates reviews for property lease or release concurrences; supervises investigations on complex claims and complaints involving the District Offices; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY:
Considerable knowledge of the principles and practices of highway engineering as applied to construction, reconstruction, maintenance and survey; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant State and Federal laws, statutes and regulations; considerable interpersonal skills; oral and written communication skills; considerable ability to analyze engineering plans and specifications; supervisory ability.
EXPERIENCE AND TRAINING:
General Experience:
Two (2) years experience in a lead capacity responsible for significant roadway construction and/or maintenance reconstruction, drainage or traffic engineering projects.
Note:
For State employees lead capacity will be interpreted at or above the level of Transportation District Services Agent 2 or Transportation Maintenance Planner 1.
Substitution Allowed:
College training in engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
