PURPOSE OF CLASS:
In a state agency or quasi-public entity this class is accountable for independently performing a full range of tasks in conducting investigations related to alleged violations of state laws and regulations or sudden and unexplained deaths.
SUPERVISION RECEIVED:
Works under the general supervision of a Lead Special Investigator or other employee of higher grade.
EXAMPLES OF DUTIES:
Conducts investigations related to assigned complaints, alleged violations of state laws and regulations or sudden and/or unexplained deaths; interviews witnesses, complainants, medical and hospital personnel and others to obtain information; secures evidence in form of statements, documents, records and exhibits which may be used in administrative hearings and/or court proceedings; researches, collects and evaluates data; compiles information; writes reports and recommends appropriate corrective action; answers public inquiries; may prepare affidavits and applications for arrest warrants; may prepare search and seizure warrants; may issue citations; may testify at hearings and in court; may conduct surveillance; may secure samples for testing; may conduct legal research; performs related duties as required.
CONNECTICUT LOTTERY CORPORATION: Establishes and maintains liaison with all law enforcement and regulatory agencies; trains Connecticut Lottery Corporation staff in security issues including fraud detection, prevention and investigation methods; coordinates and conducts security inspections of corporate facilities, vendor sites and other entities when required; assists in preparation and review of occupational license applications.
DEPARTMENT OF LABOR: Inspects, investigates and licenses private employment agencies.
DEPARTMENT OF PUBLIC HEALTH: Confers with consultants for professional opinion on standard of care; examines, analyzes and evaluates complex medical records.
OFFICE OF THE MEDICAL EXAMINER: Visits scene of death; reviews medical records; may serve as photographer in routine cases.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY:
Knowledge of investigatory methods and techniques; knowledge of relevant state laws and regulations; knowledge of relevant professional terminology; interpersonal skills; oral and written communication skills; interviewing skills; ability to utilize computer software.
CONNECTICUT LOTTERY CORPORATION: Knowledge of criminal justice system.
OFFICE OF THE MEDICAL EXAMINER: Knowledge of medical terminology.
EXPERIENCE AND TRAINING:
General Experience:
Five (5) years of investigatory experience in health care, insurance claims, law enforcement or a regulatory field.
CONNECTICUT LOTTERY CORPORATION: Five (5) years of investigatory experience with a law enforcement agency or licensed investigative service.
OFFICE OF THE MEDICAL EXAMINER: Five (5) years of investigatory experience in a medicolegal investigative agency, police or military setting involving sudden and/or unexplained deaths.
Substitutions Allowed:
1.
College training in consumer protection, health care, law enforcement or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2.
CONNECTICUT LOTTERY CORPORATION: College training in criminal justice or law enforcement may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
3.
OFFICE OF THE MEDICAL EXAMINER: College training in forensic science may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
4.
A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

CONNECTICUT LOTTERY CORPORATION: No additional credit will be given for a Masterís degree.
SPECIAL REQUIREMENTS:
1.
Incumbents in this class may be required to be a Notary Public.
2.
Incumbents in this class may be required to travel.
3.
Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operatorís license.
CHARACTER REQUIREMENTS:
1.
CONNECTICUT LOTTERY CORPORATION: Incumbents must obtain an occupational license in accordance with Section 12-802a of the Connecticut General Statutes.
2.
OFFICE OF THE MEDICAL EXAMINER: In addition to the checking of references and facts stated in the application a thorough background investigation may be made before persons are certified for appointment.
WORKING CONDITIONS:
OFFICE OF THE MEDICAL EXAMINER: Incumbents in this class may be exposed to disagreeable conditions and occasionally lift bodies.
NON-COMPETITIVE APPOINTMENTS:
CONNECTICUT LOTTERY CORPORATION: Candidates appointed to non-competitive positions must meet the above Experience and Training requirements. Those appointments will be made in accordance with Section 12-802(e)(1) of the Connecticut General Statutes.

This replaces the existing specification for the class of Special Investigator (General - 7804) (Medical Examiner - 7803) (Non-Competitive - 7805) in Salary Group AR 21 approved effective January 1, 2000. (2012 SCOPE Review)
