PURPOSE OF CLASS:
In the Departments of Children and Families, Correction and Mental Health and Addiction Services, this class is accountable for administering designated agency medical, clinical, and behavioral health services programs and operations.
GUIDELINES FOR CLASS USE:
DEPARTMENT OF MENTAL HEALTH AND ADDICTION SERVICES: Agency Medical Director, Regional Medical Director, Connecticut Valley Hospital Medical Director, Connecticut Valley Hospital Medical Staff Academic Director, Hospital Medical Division Director, Facility Medical Director, Service Unit Manager.

DEPARTMENT OF CHILDREN AND FAMILIES: Albert J. Solnit Children's Psychiatric Center Medical Director, Connecticut Juvenile Training School Medical Director.

DEPARTMENT OF CORRECTION: Correctional Psychiatric Services Medical Director.
SUPERVISION RECEIVED:
Receives direction from an administrative official of higher grade.
SUPERVISION EXERCISED:
Administers programs and operations of a facility/major medical service area; directs all staff, services and programs.
EXAMPLES OF DUTIES:
Directs staff, services, and programs of a designated hospital, facility, regional medical area or behavioral health program; develops, implements, and evaluates policies, goals, and objectives to ensure conformance with agency mission, goals, objectives, and statutory provisions; assists in development of programs and activities including development of medical service standards and criteria; implements new procedures and procedural revisions; determines or assists in determination of appropriate staffing levels and directs or assists in management and coordination of staff; implements staff performance review standards; maintains contact with individuals both within and outside of agency who might impact on programs and services; administers state and federal regulations pertaining to medical and psychiatric health care programs, services, and operations; participates on various committees and boards; may testify in court as needed; may conduct training; may assist agency medical director in development, implementation, and evaluation of agencywide policies, goals, and objectives; may be responsible for coordination of accreditation activities; may serve as agency liaison with external medical, behavioral health planning, advisory groups, courts, and other state medical and service agencies; may monitor contracts with medical services vendors; may participate in quality assurance studies and investigations; may develop processes and practices to improve quality and cost of patient care; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILL AND ABILITY:
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of principles, practices, and issues of medicine and psychiatry with particular reference to diagnosis and treatment of behavioral health patients; considerable knowledge of recent developments in the field of psychiatry and medicine; knowledge of administration and clinical operations, functions, and systems involving medical service delivery; considerable interpersonal skills; considerable oral and written communication skills; considerable organizational skills; considerable analytical skills; ability to teach and provide clinical supervision.
EXPERIENCE AND TRAINING:
General Experience:
Experience in a hospital, clinic or correctional facility as a board certified psychiatrist.
Special Experience:
1.
Incumbents in this class must possess a license to practice medicine and surgery in Connecticut.
2.
Incumbents in this class must possess and retain certification as a specialist in psychiatry by the American Board of Psychiatry and Neurology.
3.
Incumbents in this class must possess and maintain eligibility for participation in federal health care programs as defined in 42 U.S. 1320a-7b(f).
4.
Incumbents in this class may be required to possess and retain certification as a specialist in an area such as geriatrics, ABI/TBI, forensics, substance abuse, etc.
5.
Incumbents in this class may be required to possess and retain a faculty appointment at either the Yale School of Medicine or the UCONN School of Medicine.
6.
Incumbents in this class may be required to possess appropriate current licenses, certifications or permits.
7.
Incumbents in this class may be required to be bilingual.
COMPENSATION GUIDELINES:
1.
Individual position salary range limitations are based upon the functional program salary benchmark contained in the Compensation Benchmark Schedule.
2.
PARS payments shall be awarded in accordance with the position benchmark designations as noted in the Compensation Benchmark Schedule.
